The work session for the Commission meeting is normally the Monday before the legislative meeting (but could change due to holidays and other events). The legislative meetings are open to the public. Citizens are invited to attend the meetings, and may bring up issues of concern during Citizen's Input, an agenda item at the beginning of the meeting.
